A buyer’s inability to export or import a lot is not a basis for cancelling their purchase.

The sitter is possibly the publicist Bonabes Jean de Rougé (1846-1898), son of Louis-Bonabes Victurnien, 8th comte de Rougé and his wife Mathilde de Franqueville-Bourlon. He married Julie Albertine Sophie Niverlet. Alternatively, the sitter could be Jacques de Rougé (1841-1923), vicomte de Rougé, son of Adolphe, 6th comte de Rougé and Valentine de Ganay.
