Tabaristan was conquered by the armies of Islam in 761. Prior to this the area was ruled by independent Ispahbads of the local Dabwayhid dynasty and the legends were in Pahlavi script. After this the 'Abbasid governors used Arabic, but the coins remained the same, being based on the Drachms of the Sasanians, but only half the weight and size.
