The arms are those of Handcock.

A matching waiter, engraved with the same arms and evidently the pair to the present example, was engraved with the same arms and marked by Paul de Lamerie in 1728 (sold from the collection of Donald S. Morrison, Sotheby's, New York, 13 December 1984, lot 140).
