The engraved initials are for Thomas Penroye, the eldest son of James Penroye, a Herefordshire landowner whose family settled near Hay-on-Wye in the mid 15th century. He was a staunch Royalist and his eldest son James fought with Charles I when only 16 years of age. When the Royalists were defeated by Cromwell Thomas was imprisoned in Hereford accussed of having raised soldiers for the King and most of his lands and possessions were seized. These were recovered after the restoration.
