Pelham was the third and youngest child of the 1st Earl of Chichester. He first entered the army but was soon drawn to the church. He graduated with a B.A. from Clare Colege Cambridge in 1787 and by 1790, at the age of twenty-four, was prebendry of Middleton and a canon in Chichester Cathedral. He later went on to become Bishop of Bristol, Exeter and fimally Lincoln in 1820. He was clerk of the closet to George IV and had attended many dinners given by the Prince Regent at The Brighton Pavilion. He died of pleurisy in 1827 having caught a cold attending the funeral of the Duke of York.
