This is possibly a portrait of Charles Pratt, first Earl of Camden (1713-94). He was created Baron in 1765, and was Lord Chancellor from 1766 to 1770, during which time he opposed the illegal prosecution of John Wilkes, Lord President of the Council in 1784, and was created Viscount Bayham and Earl of Camden in 1786.
Two other accomplished pastels of the mid 1740s of a gentleman and a lady from the Camden family were included in the exhibition William Hoare of Bath, R.A., Bath, Victoria Art Gallery, November-December 1990, nos.3 and 4, illustrated in colour, pls. 2 and 3.
