NOTES: IN MARCH 1878 THE MOUNTED COURIER SERVICE BETWEEN TIENTSIN AND PEKING WAS ALTERED TO A DAILY SERVICE. CHINESE MAIL WAS ENTRUSTED TO THE HWA YANG LETTER AGENCY. THEY COLLECTED AND DISTRIBUTED MAIL, BUT LEFT ITS TRANSMISSION TO THE CUSTOMS. THE AGENCIES CHARGED THEIR OWN TARIFFS, RETAINED THE POSTAGE AND PAID THEIR OWN STAFF
