DATED TWO DAYS AFTER APPOMATTOX AND THREE DAYS BEFORE LINCOLN'S ASSASSINATION

Over Lincoln's signature Hay writes: "Let these men take the oath of Dec. 8 1863." Presumably cut from a petition seeking release of men held as rebels or rebel sympathizers. This type of petition came to Lincoln's desk with great frequency. Not published in Basler, Collected Works or Supplements.
