William Lowndes entered the treasury in 1679 and had become Secretary to the Treasury by 1695, the year in which he was elected M.P. for Seaford. He played a major part in the conception of the funding system which allowed the government to bring in re-coinage in the 1690's. He amassed a considerable fortune and bought the manor of Winslow where he built a fine house which still stands today. He is often credited as being the originator of the phrase 'Take care of the pence and the pounds will take care of themselves.'
