Based in Devon, William Traies received early encouragement from Joseph Farington and eventually earned the sobriquet 'The Devonshire Claude'. He only exhibited a handful of works at the Royal Academy, although one, in 1822, was titled 'Waterfall on the Teign, near Lustleigh, Devon', which could conceivably be the present picture.
