Oliver was a glasspainter and mason as well as a miniaturist. He was one of the commissioners of the rebuilding of London after the fire of 1666. His miniatures are rare but another miniature by this artist is in the Fitzwilliam Museum, Cambridge (R. Bayne-Powell, Catalogue of the Portrait Miniatures in the Fitzwilliam Museum, Cambridge, Cambridge, 1985, no. 3843, illustrated p. 170).
